This Hizb leaflet was written during the Gulf war. In this leaflet Hizb calls upon the people of Iraq to rise up and eliminate the American occupation of their land. It is a great crime for a Muslim to allow a non-Muslim military organization to occupy Muslim lands.
Hizb ut-Tahrir in Iraq warmly calls the people of Iraq
The guide does not deceive his people; so we call you to that which gives you life, delivers the country and its people from occupation, and restores its glory and unity after its humiliation and division. We warmly call you to four matters:
Firstly: The acceptance of occupation and the absence of the work for removing and eliminating it is a great crime in the view of Islam. The cooperation with the American occupiers, and the English occupiers attached to them, is a greater crime. Those who commit such crimes shall reap humiliation and disgrace in the Dunya, and the painful punishment in the Akhirah. Indeed Allah I has categorically prohibited the Muslims from allowing the Kuffar to have authority over the Muslims’ lands. Allah I says;
“Allah will never allow the Kafireen to have authority (sabeel) over the believers” [An-Nisa: 141].
Secondly: No man-made system will ever salvage the country; it rather increases its misfortune and hardships. You have tried the monarchical and republican systems, and their like. They only brought you disgrace, oppression and injustice, from which you still suffer. Furthermore, these systems led the country into the influence of the various foreign, disbelieving, colonialist states. The wise person does not repeat again the cause of his misfortune and hardship. Indeed, the believer must not be bitten from the same hole twice.
Thirdly: Allah I, Who created you, knows best what is good for you and what strengthens you. He I has obliged upon you a distinct system that governs you by Islam. It is the system of Khilafah. He I made the one who deviates from it a loser, and his death is like the one who dies upon jahiliyya. Allah I says;
“By your Lord, they would not be (true) believers until they refer to you regarding their disputes” [An-Nisa: 65].
By the Khilafah, your ranks will be elevated in the Dunya and the Akhirah. By the Khilafah, justice prevails, and the rights are protected, for all the citizens, Muslim and non Muslim without preference to any colour, race or religion. Rather, each citizen takes his due right and honours the rights of others, with justice and tranquillity, according to a system revealed from the Lord of the Worlds. Under this system, the Ummah protects herself by the Khaleefah, and fights from behind him, so he leads her to victory. This is unlike the ruler who protects himself by the Ummah, and thus leads her to defeat and destruction.
It is a duty upon you to spend your lives in working to re-establish the Khilafah, and to raise in your marches the banner of “La ilaha illa Allah, Muhammad ur-Rasool ul-Allah”, by word and deed, and not the banners of the agents of America, Britain or the man-made systems. Your voices must rise over their voices and your deeds over their deeds, because you are the owners and protectors of the country and not those brought by America and Britain. The country is free from the fault of such people, even if they hold the names of its people and resembled them.
Fourthly: Hizb ut-Thrir is present in Iraq, and it strongly struggled against the man-made systems in its work to re-establish the Khilafah, where it was subject, in that process to severe harm, harassment, imprisonment, torture and martyrdom (shahaadah). It is still present and undertakes the Da’wah. Hizb ut-Tahrir warmly calls you to stand with it and work with it; it reminds the influential people from amongst the army and outside the army, of the times when they used to respond to the call to support it in establishing the Khilafah. They would answer by saying they were afraid of the loss of their life if they worked for the Khilafah due to the repression of the tyrants. They knew then, if they were killed it would have been fee sabeelillah (in the path of Allah), with one of two happy endings; victory or martyrdom (shahaadah). Let them witness today how the lives are lost and the blood flows, but not fee sabeelillah and without victory or martyrdom (shahaadah). Why don’t they heed the lesson from what took place in the past, so they rush to the support (nusrah) of Hizb ut-Tahrir and re-establishing the Khilafah?
“Verily in this is a message for any, that hear and understand, or who gives an ear and is a witness” [Qaf: 37].
